The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the current period. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Significant resources is devoted on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from enemy soil, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every launch shakes the surroundings, shaking the windows. The brief panic quickly transforms into sober acceptance: possibly the approaching threat won't strike its target this time, sparing the city from ruin and further power outages.

Persistent Threats

Soon after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those full day demonstrated Ukraine's vital need on international aid – a dependence that neighboring countries are evidently unprepared to fill in the near term.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, no doubt, continue.

Strategic Calculations

It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a premise familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unfeasible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does minimal to discourage Russia, through words or deeds, from believing that the situation will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but averting a entire defensive failure until situations evolve in its favour.

Existing Situation

Realistically, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
